PWM or DC/DC converter for current limiting?

Power Rating : 20W
Input Voltage : 3.7V to 30V
Operating Temp Min : -25°C
Operating Temp Max : +85°C
External Length : 43mm
External Width : 30.5mm
External Height : 12mm

Can I use it for current limiting instead PWM? PWM is quite expensive. I do not want to spend over $100.00 just to experiment HHO generator for now.
